Since the Japan Post agency has increased its supervision over prohibited goods for export, the relevant regulations have been updated and adjusted recently:

From September 1, 2018, the international shipping fee will never be refunded if the package is found to contain the prohibited items, which is shipped through the Japan Post Line (EMS, SEA, SAL, AIR).
